Municipal Engineer
Functional Statement:
The Office of the Municipal Engineer provides engineering services and assistance to the local government unit concerned which includes investigation and survey, engineering design, feasibility and project management.
As Municipal Building Official, administer and enforce Presidential Decree 1096 known as National Building code.
Objectives:
- Initiate, review and recommend changes in policies and objectives, plans and programs, techniques, procedures and practices in infrastructure development and public works in general of the local government unit.
- Advice the Mayor on infrastructure, public works and other engineering matters.
- Administer, coordinate, supervise and control the construction, maintenance, improvement and repair of roads, bridges, and other engineering and public works projects of the local government unit.
- Provide engineering services to the local government unit, including investigation and survey, engineering designs, feasibility studies and project management.
- Prepare progress of works and cost estimates as required by the local officials.
- Ensure that no certificates are issued to defective projects.
- Submit monthly accomplishment report to the Provincial Engineer as stated in the provisions of the ACMER (Association of City and Municipal Engineers of Rizal).
SECURING A BUILDING PERMIT
ABOUT THE SERVICE
A BUILDING Permit is required prior to the construction, erection, alteration, major repair, or renovation or conversion of any building/structure owned by government of private entities.
The permit becomes null and void if work does not commence within one year from the date of such permit, or if the building or work is suspended or abandoned at any time after it has been commenced for a period of 120 days.
GENERAL REQUIREMENTS:
- Five (5) Copies of Site Development Plan showing the Technical Description, boundaries and position of non architectural horizontal structure such as sewage treatment plant, silos, elevated tanks, towers, fences, etc., building/ structure in relation to the lot , existing or proposed access road and driveways indicating the set back/ yard distances at the front, sides and back with Perspective and Vicinity Map indicating the monuments, landmarks and establishments
- Five (5) sets of Building Plans (Architectural, Civil/ Structural, Sanitary, Plumbing, Electrical, Mechanical and Electronics) duly Signed and Sealed by Designing Professionals
- Five (5) sets/ each of Bill of Materials and Cost Estimates and Design Specifications Duly Signed and Sealed by Designing Professionals
- Soil Boring Test Result – for 3 storeys and higher and structures with attic/ mezzanine/ roof deck/ penthouse – 2 copies; however, adequate soil exploration (including boring and load tests) shall also be required for lower buildings/structures at areas with potential geological/ geotechnical hazards
- Structural Design Computations with seismic analysis which conform to the latest NSCP – for 2 storeys and above or 1 storey with attic/mezzanine/roof deck/penthouse – 2 copies
- Previous approved plan or permit in case of addition, alteration and renovation – 2 copies
- Two (2) copies of the Certified True Copy (Original Certificate of Title/ Transfer Certificate of Title)
- Two (2) copies of Deed of Sale/ Lease Contract or Contract to sell, if the OCT / TCT is not in the name of the owner / applicant (notarized)
- Two (2) copies of the Certified True Copy of Latest Tax Declaration
- Two (2) copies of Certificate of Real Property Tax Payment/ Current Tax Receipt
- One (1) piece of Construction Logbook
- Community Tax Certificate
- Barangay Clearance
- Clearances from other government agencies exercising regulatory functions – 2 copies.
Such regulatory agencies are:
- Municipal Planning and Development Office – for zoning and land use of all types of building/structures/Zoning and Locational Clearance
- Bureau of Fire Protection – Fire Clearance for all types of buildings/structures
- LLDA
- S.B. Resolution
- Mayor’s Permit
- S.E.C. Registration
- Special Power of Attorney shall be provided if the owner is not signatory in all application forms, plans and documents.
- All application forms and letters must be properly filled-up with all the necessary information available.

Gives an endorsements to Assessors Office and Bureau of Fire Protection for review and recommendations and for issuance of Fire Safety Evaluation Certificate ( FSEC)
2. Upon receipt of Advise the applicant / client of the schedule of site inspection If documents are incomplete : Return all the documents to applicants and advised to complete. ( Follow Step 4) |
