Memorandum of agreement (MOA) on the “COKE-TESDA-LGU TANAY National and Local Convergence Program Empowering Women Retailers” signed by and between the FIRST PARTY, the SECOND PARTY and the THIRD PARTY , recognition was made on the need to implement the Sari-Sari Store Training and Access to Resources (STAR) Program (herein referred to as the “Program”) which aims to economically empower two hundred thousand (200,000) women retailers all over the Philippines by the year 2020.
- The MOA consists of intervention for small sari-sari stores, focused mainly on providing formal Basic Entrepreneurship training and facilitation of access to business resources such as product and merchandising support.
- Parties have agreed to collaborate and work together to develop the details and structure of the Program, which will be applicable to the areas that they will cover and successfully implement the Program for the benefit and development of the program beneficiaries.

Dir. Velma S. Salazar confirms the 180 STAR Scholars, the 25 SMAW NC-I who receives individual welding machines and 20 Bread and Pastry Production NC-II who also receives 20 ovens and starter kit from Skills Training for Employment Program (STEP) of Cong. Rodriguez ; 22 Event Management Planning NC-II, 25 Beauty Care NC-II, 39 graduates of Solar Panel Assembly leading to Electrical Installation also receives 39 boxes of Tools given by TESDA-Cainta, 25 Automotive NC-II and 50 BPP Batch from RSST.
